Of course, as every school boy knows, Big Ben is actually the name of the bell, not the tower.

The Big Ben nickname originally referred to the 13.5 tonne Great Bell within the tower, but has long been the commonly used name for the clock and tower as a whole.

I heard it on an IRN news bulletin a couple of weeks ago when it was Lizzies diamond jubilee and the pagent was on old Father Thames.

There must have been a parliamentary campaign started as it was passed cross-party.
