I am not going to judge who has the "best" players returning but following is an approximate breakdown for each team:

Returning Starter Positions
Shelby 12
Tiffin 10
Bellevue 9
Norwalk 9
Willard 8
Fostoria 8
Galion 7
Upper 6

Returning Junior Starter Positions
Shelby 11
Tiffin 8
Willard 7
Galion 6
Fostoria 6
Upper 6
Bellevue 5
Norwalk 2

Returning Sophomore/Freshman Starter Positions
Norwalk 7
Bellevue 4
Tiffin 2
Fostoria 2
Willard 1
Galion 1
Shelby 1
Upper 0

These numbers are approximate but they are close. These are positions and not actual players as some play both ways. Shelby has the most returning with their strong Junior class.
