How do I make settings so that the public can see my board all the time?
I want to let anyone see the posts and read the follow up comments, and I know how to let only registered members, make comments.
I.E. I need my board to be public, but to post, you have to be a member.
I already have checked the everyone can read the forum tab in the admin controls, but they are not working. right now when I go to my site, no threads show up, for everyone to read???

Because you have your board set to require a log in to view it. You can change this in the Feature Settings.
